This new service may run from the existing VRE Manassas Station in the City of Manassas to the Town of Haymarket, in Prince William County, Virginia, along Norfolk Southern’s “B” line and may include up to three new stations/stops. &lt;/p&gt;      &lt;p&gt;Specifically, the  study includes:&lt;/p&gt;      &lt;ul&gt;&lt;li&gt;An  alternative analysis&lt;/li&gt;&lt;li&gt;An  engineering feasibility analysis &lt;/li&gt;&lt;li&gt;A  preliminary environmental review&lt;/li&gt;&lt;li&gt;An  order of magnitude capital cost estimate, and&lt;/li&gt;&lt;li&gt;Identification  of potential locations for:          &lt;ul&gt;&lt;li&gt;Stations/stops &lt;/li&gt;&lt;li&gt;Layover/maintenance facilities&lt;/li&gt;&lt;li&gt;Supporting rail infrastructure improvements&lt;/li&gt;&lt;/ul&gt;           &lt;/li&gt;&lt;/ul&gt;      &lt;p&gt;A previous study, the Gainesville-Haymarket Implementation Plan, was completed in 2005. Sellers pay steep commissions -- usually around 6 percent – which are split with the shoppers’ agent. That allows home buyers to focus their energy on hunting for hidden fees from their mortgage provider. &lt;/p&gt;  &lt;p&gt;But a disturbing trend that has emerged recently threatens this tidy arrangement. Some buyers' agents are now slipping junk fees into their contracts. Usually labeled "administrative fees," they range from $195 to $500. While their legality is in dispute, they have become commonplace. Virginia real estate broker Frank Llosa, who exposes real estate agent tricks on his blog "&lt;a href="http://blog.franklyrealty.com/"&gt;FranklyRealty&lt;/a&gt;," says perhaps 40 percent of buyer contracts now have administrative fees tucked inside.&lt;/p&gt;  &lt;p&gt; "I don't think it’s right," Llosa says. "I don't believe in administrative fees and I don't think any buyer should pay them."  &lt;/p&gt;          &lt;p&gt;These new junk fees are even more disturbing when they are not properly disclosed. Many buyers work with agents on a fairly informal basis and only sign an agency agreement when making an offer on a house. Then, they sign dozens of forms, making an agency contract with an administrative fee easy to miss – particularly since most have the expectation that the agent is working for free for them.&lt;/p&gt;  &lt;p&gt;Sometimes the fees aren't disclosed until closing day. They don’t appear on the Good Faith Estimates provided by banks when pricing mortgages, for example. Instead, buyers’ agent fees first appear on the complex HUD-1 settlement form given to both parties at the closing table. At that point, it's difficult for a buyer to stop the proceedings and argue about the fee. That's why it's always best to ask for a preliminary HUD-1 draft estimate, which is often available 48 to 72 hours before closing.&lt;/p&gt;  &lt;p&gt;The fees began appearing about five years ago, Llosa said. But now, say other experts, they seem to be in vogue as brokers struggle to stay afloat during the housing market bust. He said a few real estate brokerage firms are trying to attract talented agents by promising that deals will include administrative fees that they can keep. &lt;/p&gt;  &lt;p&gt;When compared to the purchase of a $250,000 home, which could generate a $15,000 commission, a $250 junk administrative fee might seem trivial. But by the time agents split commissions with each other and their brokerage agency, commission checks could be whittled down to $3,000 to $4,000, so $250 is a sizable tack-on.&lt;/p&gt;  &lt;p&gt;That doesn't mean you should pay it. Many buyers have simply refused to pay it, crossing it off the agency agreement, said New York-based real estate attorney Jeff Arouh.&lt;/p&gt;  &lt;p&gt;"A sophisticated buyer may say, 'I'm not going to pay that fee,'” he said. But if the issue is unresolved until closing day, that's another matter, he said. “You might get angry, but are you going to lose a deal because of $250”&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Against the law?&lt;/strong&gt;&lt;br /&gt;There is another critical question to be answered about administrative fees: Are they legal? A buyer named Vicki Busby, of Alabama, &lt;a href="http://www.washingtonpost.com/wp-dyn/content/article/2008/02/08/AR2008020801944.html"&gt;is suing her real estate agency &lt;/a&gt;over a $149 administrative fee she was forced to pay, and seeking class action status for the case. Believe it or not, there are laws against unfair fees.&lt;/p&gt;  &lt;p&gt;The Real Estate Settlement Practices Act of 1974, which governs home purchases, includes provisions designed to prevent junk fees. Silly as it may sound, the law dictates that fees can only be collected for services actually provided. That means junk fees levied simply for the heck of it are not allowed.&lt;/p&gt;  &lt;p&gt;When challenged, some real estate agents argue that administrative fees are office-related charges -- document preparation, and the like – that traditionally have been covered by the sizable commission checks. But Arouh said agents may be able to stay on the right side of the law if they simply itemize their services in a way that links the administrative fee to a particular service, such as assistance in mortgage application preparation. &lt;/p&gt;  &lt;p&gt;He also said that's splitting hairs.&lt;/p&gt;  &lt;p&gt;"The services of a real estate broker are those of a professional, and they agree to be compensated for providing a bundle of services and that bundle is reflected in commissions," he said. "I think administrative fees are inappropriate, but that’s my opinion. I come from the school of thought that if you are a professional you deal with (consumers) as a professional and you don't nickel and dime them."&lt;/p&gt;  &lt;p&gt;That school, apparently, is suffering from severely reduced enrollment at the moment.&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;RED TAPE WRESTLING TIPS&lt;/strong&gt;&lt;br /&gt;• It's nice to go shopping with an agent without having a signed agreement, as that keeps you a free agent. But when the time comes to make an offer on a property, don't just gloss over the agency agreement because your agent now seems like a friend. Look specifically for the words "administrative fee." If you find them, refuse to pay it. No agent will lose a deal over the administrative fee.&lt;br /&gt;• If you feel the agent was deceptive in communicating the fee to you -- you have the sense that her or she tried to sneak it by you while signing other papers, for example -- give that some thought. If your agent operates with that m/o, what else might he or she hide from you? Consider changing agents.&lt;br /&gt;• Get a preliminary HUD-1 form as early as possible, and look for the words "administrative fee." If you see it before you get to the closing table, you'll have a much easier time fighting it.&lt;br /&gt;• Remember, no matter whose relative the agent is, he or she has a strong incentive to persuade you to buy something -- anything. Agents make money by closing deals, period. While the 2 or 3 golf homes closest to the green have a few balls find their house or backyard, most balls find the bunker or water to the right of the green. The golf course homes on Hole 4 have some of the best views of the Piedmont Golf Club course because of the lake behind the hole.&lt;br /&gt;&lt;br /&gt;Hole 5, a par 4, has golf homes on the left starting at the tee box down the left fairway to about 100 yards from the green and down the entire right side. The tee box homes offer the best view as the green for the 4th hole and the lake can still be seen. The golf homes past the tee are blocked by many trees - though they can still be hit with a bad hook or snap hook of the tee. The golf course homes on the right of Hole 5 are set back a good amount and are unlikely to get hit, though their yards are in play for a wicked slice or push slice drive.&lt;br /&gt;&lt;br /&gt;Hole 6, a par 3, has only about 4 homes on the left of it, all with very nice views of the hole. The hole only plays 158 yards from the blue tees but a wicked snap hook can hit the last 2 golf homes on the left. With the new blue and gold tee box the homes are pretty much out of play, except for, again, a very bad hook. Thank God 98% of golfers slice the ball! Did that play Piedmont Golf Club in Haymarket VA  or Dominion Valley Country Club in Haymarket VA?&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Around the U.S.A.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;         &lt;p&gt;By Teresa Dunham&lt;br /&gt;&lt;i&gt;The Winchester Star&lt;/i&gt;    &lt;/p&gt;     &lt;hr noshade="noshade"&gt;     &lt;p&gt;&lt;span style="font-size:100%;"&gt;&lt;strong&gt;&lt;/strong&gt; &lt;/span&gt;     &lt;/p&gt;&lt;p&gt;&lt;span style="font-size:85%;"&gt; &lt;p&gt;&lt;strong&gt;Winchester&lt;/strong&gt; — Kaleen Baker will never forget how silly her husband looked with a golf bag on his head in the pouring rain.&lt;/p&gt; &lt;p&gt;She and her husband, Paul Baker, were at a golf course in Billings, Mont., in April when the downpour came.&lt;/p&gt; &lt;p&gt;Paul didn’t have a hood, but he wasn’t about to let that stop him from finishing the course. After all, he and Kaleen had a lofty goal — to golf in all 50 states.&lt;/p&gt; &lt;p&gt;Their goal sent them on quite an adventure, enduring a delay in their round in Alaska because of frost and encountering a baby alligator around the seventh hole in South Carolina.&lt;/p&gt; &lt;p&gt;Now, seven years after the wild idea first popped into their heads, the Winchester residents finally completed their quest in November at a little golf course in California.&lt;/p&gt; &lt;p align="center"&gt;*****&lt;/p&gt; &lt;p&gt;Kaleen decided to study up on golf after her husband retired from the U.S. Army Corps of Engineers in 1992.&lt;/p&gt; &lt;p&gt;"When he retired, I knew we needed something I could do together with him," said Kaleen, 63, a former school teacher.&lt;/p&gt; &lt;p&gt;They started taking their golf clubs on vacation with them — and soon they hatched the idea of golfing in all 50 states.&lt;/p&gt; &lt;table style="margin: 3px;" align="right" border="1" bordercolor="#000000" cellpadding="5" cellspacing="5" width="250"&gt;   &lt;tbody&gt;&lt;tr&gt;     &lt;td bgcolor="#f5eec9"&gt;&lt;img src="http://www.winchesterstar.com/assets/uploads/3316.jpg" class="ImageTop" border="1" /&gt;&lt;br /&gt;       &lt;span style="font-family:Arial, Helvetica, sans-serif;font-size:85%;"&gt;Kaleen and Paul Baker look over photos of their golfing trips to all 50 states. They took a picture of themselves at each of golf courses they played. They played the final round in their 50-state tour on Nov. 8 in Blythe, Calif.&lt;br /&gt;&lt;/span&gt;    &lt;em&gt;&lt;span style="font-family:Arial, Helvetica, sans-serif;font-size:85%;"&gt;(Ginger Perry)&lt;/span&gt; &lt;/em&gt;      &lt;/td&gt;   &lt;/tr&gt;    &lt;/tbody&gt;&lt;/table&gt;   &lt;p&gt;"It was kind of a lark at first, and then we got serious when we started making a notebook," said Kaleen.&lt;/p&gt; &lt;p&gt;Their scrapbook contains a score card from each course, along with a picture of either Paul or Kaleen playing at every locale.&lt;/p&gt; &lt;p&gt;They tried to position a sign with the golf course names somewhere in the pictures to prove that they were really there.&lt;/p&gt; &lt;p&gt;A quick flip through the scrapbook confirms that the couple did indeed visit all 50 states — and they’ve even alphabetized their momentos, from Alabama to Wyoming.&lt;/p&gt; &lt;p&gt;"It really brings back neat memories," said Kaleen.&lt;/p&gt; &lt;p align="center"&gt;*****&lt;/p&gt; &lt;p&gt;The Bakers didn’t take a slap-dash approach to their golf tour.&lt;/p&gt; &lt;p&gt;"We didn’t just take off from the house. We did a lot of planning," said 64-year-old Paul.&lt;/p&gt; &lt;p&gt;They started by reading Fodor’s "Golf Digest’s Places to Play" and mapping out the appropriate Choice Hotels to stay at.&lt;/p&gt; &lt;p&gt;"It’s amazing how many golf courses are in the U.S.," said Paul, adding that there are about 600 courses in Michigan alone.&lt;/p&gt; &lt;p&gt;They focused on municipal courses to keep the cost down, and they also made the trips coincide with visits to family members out West.&lt;/p&gt; &lt;p&gt;"We found out there are some really nice municipal courses," said Kaleen.&lt;/p&gt; &lt;p&gt;The challenge of golfing in all 50 states is that Paul and Kaleen weren’t familiar with the courses beforehand.&lt;/p&gt; &lt;p&gt;"When you don’t know, it’s really easy to hit the ball into the water, the woods, or the sand traps," said Paul.&lt;/p&gt; &lt;p&gt;Of course, he and Kaleen never claimed to be great golfers.&lt;/p&gt; &lt;p&gt;"We’re duffers for sure. We’re not super-duper golfers," she said. "We didn’t go out there to break all records as far as score goes."&lt;/p&gt; &lt;p&gt;Typically, he shoots in the 90s and her score is around 115.&lt;/p&gt; &lt;p align="center"&gt;*****&lt;/p&gt; &lt;p&gt;The most inexpensive course they visited — the $8 Back Nine Golf Course in Danville, Ill. — was also the most disappointing one.&lt;/p&gt; &lt;p&gt;"It was the saddest-looking thing," Kaleen said, adding that they had to pull a wobbly cart around the course.&lt;/p&gt; &lt;p&gt;Most of the courses they saw were impressive though, especially a Scottish-style course called Highland Green in Topsham, Maine.&lt;/p&gt; &lt;p&gt;"The greens were the best we’d ever seen. It was like walking on an unbelievably perfect green carpet," Kaleen said.&lt;/p&gt; &lt;p&gt;The Canyon Springs course in Twin Falls, Idaho, was also a sight to behold.&lt;/p&gt; &lt;p&gt;"I kept going ohh, ahh because there’s a big waterfall coming down in one area," said Kaleen.&lt;/p&gt; &lt;p&gt;The wildlife was also a big highlight of certain courses.&lt;/p&gt; &lt;p&gt;"We had to wait for the deer to move off the fairway," Kaleen said of the Salt Fork Golf Course in Ohio, adding that the rugged terrain made cleats advisable.&lt;/p&gt; &lt;p&gt;As for the baby alligator that came dangerously close at the Beaufort Country Club in South Carolina, Kaleen admits that she’d been warned.&lt;/p&gt; &lt;p&gt;"When we left Winchester, somebody said to watch out for the alligators. I thought he was joking," she said.&lt;/p&gt; &lt;p&gt;Though the animals occasionally presented a challenge, the weather was generally cooperative.&lt;/p&gt; &lt;p&gt;They only had to play in two strong rains — but they were never rained out.&lt;/p&gt; &lt;p&gt;Their hottest round was on June 17, 2003, at the Kenny Rapier Golf Course in Old Kentucky Home State Park.&lt;/p&gt; &lt;p&gt;"That was before we went up to the Jim Beam Distillery," Paul said.&lt;/p&gt; &lt;p&gt;The Kentucky heat was quite a contrast to their experience at the Anchorage Moose Run Golf Course in Alaska on Sept. 3, 2002.&lt;/p&gt; &lt;p&gt;That’s when they experienced their frost delay.&lt;/p&gt; &lt;p&gt;Yet one of the most unforgettable experiences was golfing in Kaleen’s old hometown at the Shelby County Golf Course in Iowa.&lt;/p&gt; &lt;p&gt;She remembers helping her dad bale hay on the same land where the course now stands.&lt;/p&gt; &lt;p&gt;Closer to home, they chose the Williamsburg National Golf Club in Virginia right after a PGA Seniors tournament.&lt;/p&gt; &lt;p&gt;"We pretended we were in the tournament," Kaleen said.&lt;/p&gt; &lt;p align="center"&gt;*****&lt;/p&gt; &lt;p&gt;Amid their golf travels, the Bakers managed to pack in lots of sight-seeing.&lt;/p&gt; &lt;p&gt;They saw the former London Bridge from England that is now located in Arizona, and they toured the National Corvette Factory and Museum in Kentucky.&lt;/p&gt; &lt;p&gt;In Texas, they ate in a restaurant made out of a cotton gin.&lt;/p&gt; &lt;p&gt;"We’ve seen so many different things along the way," said Kaleen.&lt;/p&gt; &lt;p&gt;They finished all 50 states in November when they were visiting Kaleen’s sister in Phoenix.&lt;/p&gt; &lt;p&gt;While there, they drove 160 miles to their last course — the Blythe Municipal Golf Course in Blythe, Calif. — on Nov. 8.&lt;/p&gt; &lt;p&gt;Now that the journey is over, the Bakers are proud of their accomplishment.&lt;/p&gt; &lt;p&gt;"We set a goal, and we did it," said Kaleen as she gave Paul a high-five in their kitchen recently.&lt;/p&gt; &lt;p&gt;They’re both a little sad that the journey is over — but they plan to keep golfing.&lt;/p&gt; &lt;p&gt;"We’ll probably go back. (AP) - A postcard featuring a color drawing of Santa Claus and a young girl was mailed in 1914, but its journey was slower than Christmas. It just arrived in northwest Kansas.&lt;/p&gt;&lt;p&gt; The Christmas card was dated Dec. 23, 1914, and mailed to Ethel Martin of Oberlin, apparently from her cousins in Alma, Neb.&lt;/p&gt;&lt;p&gt; It's a mystery where it spent most of the last century, Oberlin Postmaster Steve Schultz said. "It's surprising that it never got thrown away," he said. "How someone found it, I don't know."&lt;/p&gt;&lt;p&gt; Ethel Martin is deceased, but Schultz said the post office wanted to get the card to a relative.&lt;/p&gt;&lt;p&gt; That's how the 93-year-old relic ended up with Bernice Martin, Ethel's sister-in-law. She said she believed the card had been found somewhere in Illinois.&lt;/p&gt;&lt;p&gt; "That's all we know," she said. "But it is kind of curious. We'd like to know how it got down there."&lt;/p&gt;&lt;p&gt; The card was placed inside another envelope with modern postage for the trip to Oberlin - the one-cent postage of the early 20th century wouldn't have covered it, Martin said.&lt;/p&gt;&lt;p&gt; "We don't know much about it," she said. That is 3 less homes for sale in Haymarket than my previous post on the 13th.  There are currently 27 homes for sale in Piedmont and 3 homes Piedmont are "Under Contract."  The is 1 less home for sale in Piedmont and the same number of homes in Piedmont "Under Contract" than on my previous post on the 13th.   There are currently 17 homes for sale in Dominion Valley and only 1 home in Dominion Valley "Under Contract."  Of the 17 homes in Dominion Valley for sale, only 4 are listed by Realtors, the other 13 are by Toll Brothers, the  builder of all homes in Dominion Valley.  This is the same total of homes for sale in Dominion Valley, but 1 less by the builder and 1 more listed by a Realtor.  It is also 1 less home in Dominion Valley "Under Contract."&lt;br /&gt;&lt;br /&gt;There are currently 36 rental properties available in Haymarket, with 8 being in  Piedmont and 0 in Dominion Valley.&lt;br /&gt;&lt;br /&gt;Both Piedmont and Dominion Vally are Gated communities in Haymarket.  Piedmont is home to the Piedmont Golf Club and Dominion Valley is home to the Dominion Valley Country Club.&lt;br /&gt;Membership to either the Piedmont Golf Club or the Dominion Valley Country Club is not required and does not come with a purchase of a house in either community. I hope Haymarket sewage system can handle it! &lt;br /&gt;&lt;br /&gt;It also means that most viewers actually missed  Janet Jackson's breast.  Oh the shame!!  Then again, if they weren't going to the bathroom they were probably changing channels anyway! But in reality, there are several great golf courses in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Haymarket&lt;/span&gt; or just a couple miles from &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Haymarket&lt;/span&gt;.  First is the Piedmont Golf Club - A great Tom &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Fazio&lt;/span&gt; layout with his signature bunkers everywhere and fast greens.  the other main golf course is Dominion Valley Country Club - An Arnold Palmer Signature design course with wide fairways and slowish green.  A lot of great holes at Piedmont and Dominion Valley.  When the wind is blowing, both courses will play 3-5 strokes harder, maybe more!    A great public golf course in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Haymarket&lt;/span&gt; is Bull Run.  A great layout with AMAZING views and wonderful layout!!!  Definitely the most picturesque.  There are currently no homes on the golf course but they are selling 3 acres &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;homesites&lt;/span&gt;.  The past few years Bull Run wasn't in great shape, but there is now a new owner and he has been working to get the course back to a condition worthy of its layout and surroundings! Up until now, the main scare for South Carolinians and golfers everywhere in SC were alligators.   I haven't seen anything similar in Haymarket, at least not yet!&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mystery Beast Kills Animals in S.C.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span class="lingo_region"&gt;BOLIVIA, N.C. (AP) - An unknown predator mauled a pit  bull and killed two puppies in Brunswick County, and residents fear it's the  same animal that killed three dogs in September. No one has reported ever seeing  the animal.  &lt;p&gt;The county's animal control agency investigated the animal's tracks,  droppings and other clues but couldn't determine what attacked the dogs. Locals  call the unknown animal the Beast of Bolivia.  &lt;/p&gt;&lt;p&gt;Some residents and experts said the predator may be a bear, a wayward panther  or cougar, or even a wolf because 3-inch paw tracks were found at the scene.  &lt;/p&gt;&lt;p&gt;Many suggest the predator came from the nearby Faircloth Zoo, which had a  lion and a tiger before it closed more than a year ago.
